Working In Singapore
Despite the worldwide economic downturn, Singapore has continued to thrive as an economic workhorse in Southeast Asia. According to the World Bank, this island-state is one of the easiest places to do business and remains as one of the top locations to invest in Asia, aside from Hong Kong and Malaysia.
The country still relies heavily on foreigners and overseas skilled workers as the main backbone of the economic workforce. There are many specific laws regarding foreigners working in the country. The prime office governing the employment of foreigners is the Ministry of Manpower, which then issues work passes or permits depending on the specific employment being engaged in the country. The following are the specific work passes issued by the Singaporean Ministry of Manpower:
1. The Employment Pass. This kind of pass allows foreign professionals of any nationality to be able to work in Singapore. This specific pass applies only to employments with a fixed monthly salary of $3,000 and with the proper qualifications. Employers who engage the services of foreign employees need to apply for and on behalf of the foreign worker. This specific pass is applicable only to the applying employer and the employed foreigner.
2. The Personalized Employment Pass or PEP. This specific pass applies only to a specific group of existing Employment Pass holders and foreign professionals working in the country. The difference though with this kind of PEP is that it is granted based on the qualifications of the individual applicant. When issued, the PEP holder can remain in Singapore up to six (6) months without any employment until new opportunities are engaged.
3. The EntrePass. This pass is granted for foreign entrepreneurs who want to start a business in Singapore. In order to gain this pass, one needs to submit all documentation regarding the investment to be made in Singapore.
4. The S Pass. This specific pass allows mid-level skilled foreigners that earn a fixed monthly salary of at least $2,000 to be employed in Singapore. Employers make the application for and on behalf of the individual job candidate. The S Pass is based on several factors such as salary, education, qualification, job type, skills and work history.
5. The Work Permit. This specific pass is issued to unskilled foreigners seeking to be employed in Singapore. This is effective for two years subject to the validity of the passport of the individual worker, Banker's or Insurance Guarantee and the employment period. This permit is work specific and employer specific.
